*UPDATE 2 * Twitter has marked the video as "manipulated media" according to CBS.
Twitter has labeled a truncated clip of Joe Biden posted by a White House official and shared by President Trump as "manipulated media," employing the designation under a new policy for the first time.
*UPDATE* An edited clip of Joe Biden talking to a crowd makes it appear as though he may have conceded or endorsed Donald Trump. The video circulating the web was edited apparently edited and removed a bit of his speech, then cuts to a part that says, "we cannot win this reelection." That is true. Joe Biden is not president, so he cannot be reelected. However, the clip became misleading and therefore requires clarity and correction.
For further clarification, Joe Biden did not endorse Donald Trump. There are numerous websites and social media outlets suggesting that Biden endorsed Donald Trump, which is 100% not true. Again, Joe Biden did NOT endorse Donald Trump for president or concede in any way.
As stated on Lead Stories:
Newsweek reported that the video of the former vice president's speech in Kansas City, Missouri, on March 7, 2020, was edited to remove the rest of the sentence. In doing so, this distorted the actual meaning of what he was saying.
Another source provided his full sentence, saying:

"The full context of Biden's "we can only re-elect Donald Trump" is not shown in the video. Biden's full sentence is, "We can only re-elect Donald Trump if, in fact, we get engaged in this circular firing squad."
