A man in Philadelphia was recorded on video spray painting "Black Power" on a statue of Frank Rizzo. This comes shortly after the uprising of people being offended at statues and trying to remove them. Regardless of this man's feelings, he has to accept the fact that spray painting on property that is not his is often considered vandalism and is punishable by law.
