It's called the Sex Offender Shuffle and it's a parody of the Super Bowl shuffle that was made when the Bears whipped the Patriots in the Super Bowl one year.
The Chicago Bears players literally did a dance video and some genius writer from Conan whipped up an even funnier parody called the Sex Offender Shuffle.
Is it wrong to laugh at this? I don't know and I don't care. I thought it was hilarious and the parody was spot on from the music to the tone of their voices. In all honesty, if you don't like it, then don't watch it.
One thing to note is that some people back in the 1980's referred to the shuffle as when they would push the real offenders around to different neighborhoods. Since that was 20 years ago and I was just a kid, thankfully not molested because I was too ugly for the priests, but I also didn't live in Florida and don't know how serious they were about shuffling around their offenders.
If you want to know who wrote the song, his name is Scott Gairdner and you can check him out and buy the song on his page.
